Async Actions with configurable timeouts: Phase Two

Users with IDE permissions can now edit async commercial actions (in addition to async custom actions) with configurable timeouts.
The async actions can be changed afterwards in the individual Playbook step.

Bug Fixes

• Trying to save an IDE item under an existing name fails and makes the code disappear.
• Dashboard shows 0 for all values when 24 hour time window is used. (#12028, #12182)
