When creating or editing users you can assign a permission group to them that will prevent them from viewing or editing Playbooks.

You can allow users to view or edit the Playbooks in the Permissions screen.

To edit the Permissions:

1. Navigate to Settings > Organization > Permissions. 
2. Click on the permission group that you want to edit.
3. Switch on the toggle for Playbooks.
4. Tick the checkbox, Allow editing playbook, if relevant.
5. Click Save in the upper right of the screen.
